Do all the O365 plans have archiving features?

No, not all O365 plans have archiving features. Microsoft Office 365 plans are divided into Small Business, Enterprise, Government, Education and Non-Profit segments. All O365 plans offer email, but not all plans offer archiving. For example, only Office 365 Government E3 and E4 have an archiving feature.
